English Local Authorities Plan to Dispose of Community Hubs and Sports Centres to Manage Finances

Based on a recent poll of municipal councils, UK councils are planning to sell social clubs, athletic facilities, and retail spaces as they bet on a rapid disposal of assets to stabilize finances.

Growing Financial Challenges Prompt Asset Sales

A coalition of councils for major urban areas in the UK stated that 60% of local authorities are planning to sell assets to meet the rising costs of adult and children’s social care.

Local governments have in the past faced criticism for selling public land and land to support their budgets, but they contend they must continue to raise vital cash from property disposals or declare themselves bankrupt.

The group said that a significant number of authorities attempting to raise money from a quick sale of assets represented “a distinct shift from 2024, when the largest share (60%) of municipal officials stated they would focus on service redesigns and using financial reserves to manage increasing financial challenges.”

Detailed Examples of Proposed Sales

Medway Council in Kent said its property management strategy included the sale of a retail complex in a local town and a social club in Rochester to generate £20m over the next half-decade.

  • Gillingham golf club and business parks owned in two English counties, which all generate rent for Medway council, will additionally be disposed of under the strategy.

Local Levy Rises and Wider Financial Strains

The survey of councils in the coalition, which covers several urban centers, further found that over seven in ten of councils will need to increase council taxes next April to cover the growing cost of essential services, higher levels of housing insecurity, and a longstanding accommodation deficit.

Medway council said it will proceed with asset sales after sharp increases in the cost of children services, support for vulnerable learners, elderly and disability services, and temporary accommodation.

“We are adopting innovative approaches but certain measures require time to achieve both better provisions and cost efficiency,” stated Vince Maple.

He continued: “There are demographic pressures which will continue to increase the pressures we have. As a local government body, we had a 91% cut in our central funding from 2010-24, which is extremely difficult.”

Countrywide Trends and Forecasts

Research of county councils this week further found council budgets being stretched by the growing number of children and adults needing special educational assistance.

The County Councils Network said that local shortfalls will hit £4.4bn a year by 2029, as they grapple to cope with increased demand.

Ministers have put off scheduled changes to the special educational needs framework until the coming year after a white paper outlining those reforms was recently delayed.

Deprivation and Funding Gaps

According to the most recent indices of deprivation (IMD) covering UK local authorities, several participating urban areas were included in the most deprived in the country.

  • “Participating urban centers like several major towns place in the most deprived 30 across the country under the 2025 deprivation indices,” noted the report.

“Although only a single urban area is in the ten most deprived for deprived neighbourhoods nationally, cities are much more prone to be in the worst-off 20% of England. The data underscores the extent of difficulties facing municipal officials across key cities in the next twelve months,” the report added.

“Council officials have been clear about the need for a fair and sustainable financial structure that reflects and addresses the actual extent of deprivation and need,” stated Michael Mordey.

“Lacking this, councils will continue to face difficult decisions around which essential services to allocate spend to, and which to reduce, to the disadvantage of their residents.”

One in five of local authorities have reduced or weakened social care provision in the past 12 months, the study revealed.
